The Truman Doctrine put in place the policy of Containment, which aimed to halt the spread of communism through the setting up of non-communist governments, to send forces and money to governments resisting communist regimes.
Congress passed the GI Bill to give free tuition, low-interest mortgages, and other benefits to World War II veterans. Other benefits included monthly housing allowance, money for supplies, as well as guaranteed loans for purchasing real estate.
