Without the diagram this is a little difficult to answer however, in general no it is not balanced. The ocean is a carbon sink, or takes in much more carbon dioxide than is given off in natural processes. The carbon used in photosynthesis is stored in plants as sugars for both food and structure and makes plants another Caron sink. It therefore does balance what carbon is released through cellular respiration.
